DC’s cannabis laws can be confusing even for people who live here, and they’re especially difficult to understand when you’re visiting from another state or country. You may see cannabis businesses around the city, hear people talk about medical cannabis cards and come across information online that hasn’t been updated in years.
The important thing to know is that Washington, DC has a regulated medical cannabis program, and you don’t necessarily need to be a DC resident to participate.
Eligible visitors who are at least 21 years old can access DC’s medical cannabis program through a non-resident registration, while patients from many jurisdictions with recognized medical cannabis programs may be able to use their existing registration through reciprocity.
And once you’re eligible to purchase, medical cannabis delivery can make the process particularly convenient while you’re visiting the city.

Can Tourists Buy Cannabis in Washington, DC?
Yes, eligible non-DC residents can legally purchase medical cannabis from licensed retailers in Washington, DC.
DC’s Alcoholic Beverage and Cannabis Administration, better known as ABCA, issues medical cannabis registrations to both District residents and non-residents. Non-DC residents must be 21 or older to apply for their own DC registration.
That distinction matters because Washington does not operate a traditional recreational adult-use retail market like some other jurisdictions.
So if you’re visiting from somewhere with recreational dispensaries, don’t assume the purchasing process works exactly the same way in DC.
The regulated retail system here is medical.
What If I Already Have a Medical Cannabis Card From Another State?
You may not need to obtain a separate DC registration.
Washington, DC extends medical cannabis reciprocity to patients from many U.S. states, territories and certain tribal jurisdictions. If your medical cannabis program is recognized by DC, eligible patients 21 or older can present their valid patient registration along with an unexpired government-issued photo ID at a licensed DC retailer.
ABCA’s current reciprocity list includes programs from states such as California, Florida, Maryland, New Jersey, New York, Pennsylvania and many others, although requirements can vary by jurisdiction. Virginia has specific documentation requirements.
Because reciprocity rules can change, it’s always a good idea to check ABCA’s current list before relying on information from an older article or forum post.
What If I Don’t Have a Medical Cannabis Card at Home?
This is where DC’s system becomes particularly useful for visitors.
Non-DC residents who are at least 21 can apply for a medical cannabis patient registration through ABCA. The current system requires non-residents to self-certify, provide government-issued photo identification and select a registration period.
ABCA currently offers non-resident registrations with several validity periods, including options designed for people who may only need access while they’re visiting Washington. The agency’s new online system also allows non-residents to choose when their registration period begins so it can line up with planned travel dates.
That means you don’t necessarily need to be a long-term DC resident, or establish DC residency, simply because you’re visiting and need access to the District’s regulated medical cannabis program.
How Do Visitors Register?
ABCA now processes medical cannabis registrations through its online MyABCA customer portal.
The agency launched the new digital system in August 2026, allowing patient registration to be completed online. Non-DC residents need a government-issued photo ID, and self-certification is required.

Can Tourists Have Medical Cannabis Delivered in DC?
Eligible registered patients can receive medical cannabis delivery within Washington, DC when ordering through appropriately licensed businesses.
DC regulations permit medical cannabis delivery to eligible patients and caregivers at qualifying residential and commercial building addresses located within the District, subject to restrictions including that the destination cannot be on DC government or federal property.
That makes delivery particularly convenient for visitors who may not have a car or simply don’t want to spend part of their trip traveling across the city to shop.

Can Medical Cannabis Be Delivered to a Hotel in Washington, DC?
Medical cannabis delivery can be made to eligible commercial building addresses within Washington, DC, but the address must comply with DC’s delivery rules and cannot be located on District or federal government property.
Hotels may also have their own policies concerning cannabis, deliveries and where guests can meet delivery drivers, so it’s smart to confirm any relevant hotel rules.
When placing your order, make sure your delivery information is accurate and keep your identification and required patient credentials available.
And remember: receiving a legal medical cannabis delivery does not automatically mean cannabis can be consumed anywhere on the property. Delivery eligibility and consumption rules are separate issues.
What Do I Need When My Order Arrives?
Be prepared to verify that you’re the eligible patient receiving the order.
At a minimum, visitors should have their required patient registration or reciprocal credentials and a valid government-issued photo ID available as applicable to their situation. ABCA requires government-issued photo identification alongside patient registration for non-DC residents.
And always make sure you’ll actually be available at the specified location upon delivery arrival.
How Long Does Medical Cannabis Delivery Take in DC?
Delivery time depends on the retailer, your location, traffic, weather, order volume and what’s happening around the city.

Can I Get Cannabis Delivered to Maryland or Virginia?
This is an important distinction.
DC’s medical cannabis delivery rules apply to deliveries within the District of Columbia. ABCA states that delivery vehicles are required to travel within the District rather than surrounding jurisdictions when making deliveries.
So staying just across the border in Maryland or Virginia is not the same as having a Washington, DC delivery address.
If you’re visiting the region and planning to order from a DC licensed medical cannabis business, make sure your delivery destination is actually located within DC and otherwise eligible for delivery.
How Much Medical Cannabis Can a Visitor Purchase?
ABCA currently states that registered DC and non-DC patients may purchase up to eight ounces of medical cannabis within a rolling 30-day period.
That is a legal maximum, not a suggestion about how much anyone should purchase.
Visitors should also remember that cannabis laws vary considerably once you leave Washington, DC. Don’t assume that because a purchase was lawful in the District, you can legally transport that cannabis into another jurisdiction.
A Very Important Note About Federal Property
Washington is unusual because federal property is everywhere.
DC’s medical cannabis delivery rules specifically exclude delivery addresses located on federal property, and visitors should be mindful that federal law and federal-property rules are separate from DC’s local medical cannabis laws.
That matters when you’re visiting monuments, museums, government buildings and other federally controlled areas around the city.
If you’re unsure whether a particular location is eligible for delivery, check before placing your order rather than assuming every Washington street address is treated the same way.
